If, as is pretty sertain, the Post Office carries out the scheme announced by Mr Samuel in the House of Commons to build a tube railway in London to curry mails and parcels, the department will not be taking a leap in the dark.
For some tine past an experimental railway, built wider the supervision of Mr. Kenneth E. Stuart, M.E (chief engi. neer of the British and Colonial Poruma tic Tube and Transport Company), has, been running at Chelmsford. It has been inspected by the Pretmaster-General, the French Minister of Posts, and by many officials from both Governments, who have thus had an opportunity of, examin ing the actual working of a railway such as is contemplated for the first under ground Post Office line-probably between the General Post Office and Mount Plea
