CANTON OPINIONS ON THE

CABINET.

The Canton Provincial Assembly, and those who are associated with it in its efforts to secure more power for the people, is not much enamoured at the constitution of the present Cabinet or Grand Council at Peking. First of all, it is asserted that the Cabinet is composed, of the members of the Imperial clan, and that, therefore, they are not at all willing to curtail the power of the Throne, but as their own existence is partly depending upon the prestige of the Emperor's authority, 'they, will naturally do their best to support his authority and so resist the advancing power of the people. This is the very opposite to what ■ Farlin. ment should strive to accomplish. The cabinet, however, is warned Against think. ing that it will have things all its own way. Examples are quoted to illustrate the fact that in the West, and espiocially in Eng. land, movements which begau with curtail. ing the authority of those who were in power, and who acted against the wishes of the people, ended in the collapse of both the Farliament, and the authority which it was trying to buttress. It will bo -seen, therefore, that the writers and the thlakers are concerning themselves with the problem of Parliament, and are not to

be persuaded into thinking that the prese ent Cabinet is to be tolerated as a sub- stitute for the real thing. It is, refreshing to read of these Chinese writers going back to the days of the Wars of the Romen
