Apparently from the terms of a pro- clamation there is a "run" being made on two of the important banks in Canten, and the Viceroy is afraid that the restless element in the community will avail themselves of this opportunity to mise trouble. He has, therefore, issued a very severe proclamation and threatened all and sundry with instant death if they endeavour to foment a riot and are discovered at the
