In order to avoid the dumping of quanti- tles of inferior cigare on the United States market, the Manila cigar manufacturers have come to an agreement by which each shipment must consist of at least fifty per | cent. high-class goods, while not more than half of a shipment may be of the medium and cheaper grades. More stringent re gulations than were at first anticipated have been put into effect and those
manufacturers who have to their credit shipments of quantities of the cheaper grades will be compelled to defor further 503 shipment. until their higher grades reach the required proportions.
