The new Viceroy of Cantón, His Ex- cellency Chang Ming-ki, proves himself to be the most active and thorough-going official who has held the past for innny a long year. He works at his duties from early in the morning until late at night; and

is proving a stern master to the large body

of officials serving under him.

The first task to which he has put his

hand is the suppression of piracy, and only a few days ago he severely reproached Admiral Li for permitting the evil to exist so large a scale in the Province. Yesterday, too, he ordered the suspen- siqu from duty of the Prefect of Kingchow. and the Magistrates of Pun U, Yingtah, Kingshan, Chingy eus, Tinpak, Lungchuen and Hingming, and demanded that they come to Canton at once for reproof.

H.E. Chang jog-balso giving attention to the condition of affairs in Kwangui province. It is well known that the prefectures of Limehow and Yamelias are centres of a good deal of unrest. They border upon Annam, and also give enzy acces from parts of Kwangtung into Kwaogai. There is always a section of the people who are tainted with revolu- tionary ideas and recently more trouble. has been threatening. The Goremos of) Kwangi, therefore, has been asking for further assistance in the way of additional soldiers, and somo swift boats for the rivers that the people may be held in check. These requests are to be granted. Every attention is to be given to the mitustion, and the offeinly who are reapon- sible for the safety of the place are urged to be on the alert that no opportunity for dinnfected persons gathering together; and thosing form a nucleus of trouble, "bo allowed. The Viceroy of Canton is now familiar with theiltuation, and is quito willing to take the necessary stops in advance to prevent trouble,
