Moreover, some attempts were made to improve the actual prisons them- saires, and these efforts have been mare or less successful. It appears, however, that much remains to be done er things approx. imate to the fine ideals that were promel gated. A sorry story from KaYing is to hand showing that in the actual treatment meted cut to prisoners-much depends upon thự will of the governors, and even the iu- dividual warders, and if what is alleged to have transpired in this particular prison is at all typical of what is done in other 1961 places, things are yet in a very bad way. A man named Leang. Man Kwong was in prison for some reason. It appears that
