The conscription system is quite satisfact» orily enforced in Japan, but some authorities urge that it should be more strictly applied in order to realize fully the principle of national service. The Japanese insist on the narrowing of ex- captions in enrolling soldiers, with a view to maintaining the principle of the law. If excoptions were largely allowed to the rich and learned classes the soldiers, “enzolled would chiefly belong to the `poor classes and this would remove the bonefits of military service from the class. that. wants it most.
