The instructions on the subject are contained in Board of Trade (Marine Department) Circular No. 41 Colonial of August, 1900. In that ciroular,

a copy of the preamble to which I attach, Chiaren-Kal Obsi it will be seen that it was evidently intended to extend the use of these new forms at some future date.

3. So far na we,in this Colony, are con cernod, I think that the time has now arrived for us to iné a somewhat similar form in the case of Chiness scamon signing on and being disabarged in the Colony, in abipa on the Home ran.
