But because Hongkong and Singapore are Crown Colonies and the Colonial Office is the paramount power they have to submit to a spocice of plunder that one unofficial member of the Hongkong Legislative Council once described as little abort of highway robbery. We have called the Military Contribution iniquitous. The epithet is justified for owing to the nature of its insidence the Contribution does not rise or fall in accordance with the Colony's income, but is always one fourth of our expenditure. Thus it comes about to-day that although Hong- kong has to face a big deficit yet owing to the increase in our expendi tores, the Military Contribution is larger this year than it was last.
Sir JOHN ANDERSON's suggestion that the Military Contribution be remitted as a return for the loss of the Opium revenue which the action of the Home authorities has brought about should receive the warmest support
