As the first Pro- sident of the China Association who had the pleasure of visiting tho Far East during his term of office, Mr Scott hnd naturally much to my as to the working of the prosent society. The China Association, he thought, had undoubtedly dono a great deal of good in furthering the interests of British mer- chants in China, and with the aid of the British Association they would be able to do as much for Japan as they bad done for China. The China Association sprang into existence in 1880 when the first dinner was held, at which 130 persons were present. The association was duly formed in May. 1880, and a committer appointed. Sir James Jardins was the first president and Mr Keswick the first chairman, with Mr Gundry, without whose able saaietance the society would never have attained the position it bas, se the first secretary. of the Government with which they had most business to do the Foreign and Colonial offices Be could say with pride that the Foreign Office not only received thera with the greatest courtesy and con- sideration, but pad great attention to every caso laid before then because they

know that the association would nover dream of going to them when it had a bad case. I Scott concluded by reminding the mooting that British merchants in Japan wore altogether on a different footing to what they wore in China. In China they were up against the treaties all the time in their ondeavour to make the Chinese observe the articles of the treaties, most of which were dead latters. It was bart work to screw the officials ap to the point. In Japan this was not so. They wore living in Japan just as they would do in London. They were under the Japanese lawa and system of taxation, just thô asmo as the Japanese, and all they had to do was to keep an eye on British trade. They could not expect to do as they had to do in tains, where it was a fight all the time.
