is the oldest son of the late Capt.in George Sinclair. He was educated for the Army, joined the Royal Irish Lanvers, served in the Soudan Expedi tion of 1885, and two years retired from the Army with the rank of captain. In 1886 he was A.D.C, to the Karl of Aberdean, then Vicary of Ireland, and was afterwards private secretary to his Lordship when Governor-General of Canada. For a short time he was raamber for Dumbarton, and in 1897 was returned for Forfarshire, which he has represented ever since. He becamo in accession Scottish Liberal Whip, private secretary to the late Bir Henry Campbell-Bannerman, and Socrotary for Scotland. In 1904 ho married Lady Marjorie Gordon, eldest daughter of the. Earl and Counters of Aberdeen.

Within twelve months, three Parliamen- tary representatives of districts in Foriar- shire have been sent to the Lords,-Lord || Morley, Lord Lochee of Gowrie, and now Mr Sinclair. the three, Mr Sinclair's elevation has thesed the, greatest gossip. The public reasons given for it, involving the releution of his official position, are of

very infartory chimoter. Mr. Sinclair'a og atory is that Mr Asquith has decreed that there should be in the House of Lords & Minister eoquainted with the administration of Scotland, who en he responsible for legislation in Scotland."
