By letter the Colony's view of the case was strongly urged upon the London Cran-HIRE mittee and the repies received showed that we could confidently count upon ready symparby and netive support. The demila of the subsequent developments of this. affair are, in the insiu, tao well known for recapitulation, but it may interest mam- bors to learn the nature of the sug es- ticns made from here it response to request made by the London Chairman for an opinion upon a plan of gradual reduction whereby the burden of taxation would be eventually readjusted without any vintent dislocation of the Colony'a finances. The underlying idea of this plan was that instead of closing the opium houses the number of chests drawable yearly by the Farmer should be standily re- duced. The details were worked out upon the figures for the past three years and com menting upon this we wrote as follows:-
"The number of chests actually drawa hy the Fermer during the last three years is exceptionally low.".
These years have been bad years is every respect and the period is too short to give a fair average. The averige for the last 10 yours is slightly over 1,000.
In view of this figure it is, in the opirion of this Committee, justifiable to recomiend that
"(1) The divane be not interfered with during the period of the prosent firm, but that the sumber of chests drawable be reduced from 1,800 to 1,200 per annum."

We have not heard whether there sug- gestions recommended themselves to the London Committee, but we trust that they will receive the approval of members.
OFIUS MONOPOLIZE
Another development of the opium ques- tion, which necessitated our taking action, arose whan the Provincial Authorities at Canben inzde an attempt to establish a monopoly. The case was on all fours with bbat successfully fought against the Nan- king Viceroy last year. On being put in possession of the facts we at once wired to London se follows:
"Kwangtung authorities issued notifica- tion placing restrictions upon sale opium calentated sreste monopoly: seriously threatens British Indian trade; beg you represent agreement reduction Indian ex- port does not alter existing treaty obliga tions governing conditions sale,"
The promptness and energy display- ed by the British Consul-General in Canton eufliced to stay the Viceroy's band, and the restrictions complained of were withdrawn.
Bat although it was understood that their withdrawal applied to the whole of the Kwangtung Province, no long time | eloped before the discovery was made that they had not boon rescinded in the Swatow district, and that steps were being taken to carry them into force.
-Aa necont of these proceedings, with which we were furnished, was passed on to the London Branch by letter, but again- through the activity and firmness of the Consul General at Canton the situation was straightened out before it had time to develop any awkward features.
THE BANISHMENT ORDERS.
A situation in which the Colony was more immediately and vitally concerned aree out of a late dorelopment of the Japanese boycott when, on suspicion of being prominent in encouraging the l feeling which ultimately led to riot and disorder, a number of Chinese residents ware sarved with notices of banishment. The mumber of those who had not disguised thair sympathies in this matter being considerable, great uneasiness prerailed throughout the Chinese Community, nod feeling at one time ran so high that your Committes felt justified in appealing to the Colonial Government to relieve it. The reception of our communications led us to believe that our setion was recognised as heing prompted solely by nu earnest desire to serve the public interest and we had reason subsequently to think that it was not inopportune.
In this ze in all other matters in which we have have had to deal with the Colonial Government—and we have had considerable correspondence, mainly relating to The Registration of Trade Marks and the proposed Trade Marke convention we
