A Governing Association to be Formed.

There was a representative attendance of those interested in football at a meeting held in the Y.M.C.A. Buildings last ever- ing for the purpose of commitlering the advisability of forming an Aseintion in Hongkong for the governance of the game. Mr Frank Brown was voted to the chain.

Mr A. Storrie, at whose instance the meeting was courened, said since the for ration of the League, which had proved such a success, it had been thought desirable to establish a Football Association in the Colony. At the present time there was the Bhield Competition and the League com- petition. The League members wanted to ran things as for as possible amicably in the Colony, and did not want to be arrang- inggames on the same days Shield matches -in fact, they had been quite willing so far to stand aside for Shield fixtures. As to thie nccossity of establishing an association, he would point out that at present there

was late in the Shield Competition giving the referee full power to punish any player for misconduct, but that did not stop the ame player from taking part perhaps the very next day in a League game. Then -what was wanted in the Colony wae

along. During the past year there bad. been a certain amount of controversy as regarde football in the Colony. They were sorry to see that one Club could not see its -way clear to join the League, but since then thoy had all hem vury glad to hear that the Club fully intended joining next season. That would mean that they had everybody. in the Colony in the Leagua, except the Nary teams, who were not invited sceing For that they bad their own Leagues. next year perhaps they would be able to He was sure the Arrange that matter. Navy tente would like to join the Associa tion, for the reason that if offences wore .committed against them tho wrong-doers could be punished, as also could any of the Nara? defaulters. It was certain that they must have a governing body in the Colony, Quarter Master Sergt. Andrews, support- ing the proposal, said there was one way in which the Asscelation might aid football, and that was in the matter of grounds, which were at present very congested. They want ed another ground either on the island or at Kowloon, and if they had a powerful Association they could much better op proach the Governor with a view to getting another piece of ground allotted for sport. An Association was absolutely necessary where they had a number of competitions and several clubs competing, for there were Always httle disputes respecting the inwa and players cropping up.

The Chairman heartily approved tho project, and added that they bad every thing to gain and nothing to lose by forging an Association. Hitberto the work in connection, with football had. to great extent fallen on the Hongkong Club-not that they wanted it and he was very glad now to see that in funding the League there were a plenty of able workers belonging to other clubs.

In a discussion which followed it was pointed out that all clubs joining, the Association would he debarred from playing against Clubs not so affiliated unless they had the permission of the Association.
