Similarly, all other imperial departments of Stals, as well as all Prussian Ministries, are obliged to submit to the supervision of the Civil Cabinet in their communications to the Emperor. Many thousands of the weight- iest State documers thus passed throngh Dr Lucanus's bands every year, so that he was able to exercise far-reaching in- 816 usace over the conduct of public affairs.
