TaNSING OF OPIUM Sxors.-We cannot find any evidence of a request ever having been made by Doy Sinhalese or Tarcil villagere to have an opina shop opened in their midst, or that their wishes were ever consalted before a license was issued. An Unofficial Member of the Legislativo Conn- ail moved, early in the present year, that no fresh license should be issued without the prerions netion of the Legislature, but this was not conceded by Government. The call for fresh licenses would seem to come from the opiam reators or licensees, whose natural object being increased profit. inust lead them to attract and capture as many new customers as possible from the men and women of the villages, and su tend to spread the opium babit among persons who never touched the drug before. in their lives. Sir Charles Aitobinson said in Burgia Licensed shops not only supply an exiting demand, but artificially creato a taste for the drug.
