We have faith to believe that no such abuses would be tolerated in any institution conducted by responsible medical men in thị State; nevertheless, the utmost assurance that ean be given by law against such cruelties is well worth giving. Otherwise there is danger that this whole line of experimenta tion will be declared lawful, and pro hibited by penalties thee it will be more than embarrassing to incur...
