THE MONGOLIAN SCANDALS.
PeKING, May 10. The special Imperial Commissioners Lu Chanti-lin and Sho Ying, who were recently rent to Shansi to investigato personally the charges against Yi Ko, returned to Peking from Taiyuan yesterday and were immediately received by the Empress Howager. Her Majesty has ordered that the, degraded. Tartar-General of Shuiyan- ching bo scut up to Poking ander guard by the Governor of Shansi, lo be turned over to the Ministry of Law for adequado panishment for his corruption and mis conduct. It is possible that the ex-Boxer Loader will lose his head if only one half of his charges are proved to be true. In order to pacify the Mongols, the Imperial Commissioners have made various sugges tions to Her Majesty for the reorganization. of cultivation affairs in Mongolia
There suggestions include the punishment of Yi Xo, the appointment of a suitable ficial to succeed bin and the restoration of the lands which were taken from the 31 ngols. It is further suggested that civil and military schools and Colleges bo establishod at Shaiyuancheng and Kucibon clong. The redemption of lands mortgaged to foreign missionaries lu Mongolia is also proposed. Further schemes are to conncet. Shuiyuanching by telegraph with Taiyuan. Capital of Shansi, to build a railway from Shuiyanncheng to Kalgun and connect it with the Peking Kalgan fine, to cultivate the waste arabic lends in Mongolia, caucel the ranks and titles of all the civil and military officials who were recommended- by Yi Ko and to compel all Yi Ko's mmediate subordinates to disgorge what they got from the Mongola under his administration.
About one-quarter of the lands farcibly sold to Yi Ko are good corn and wheat ields or land well situnted for building houses, bath commercial and residential, so that he could have sold thera much higher prices than be actually did. The above is a fine example of the universal carruption prevailing mong the officials. high and low, who are entrusted with the most important work of reformning () the Chinese Empire." N.-C.
