Following your instructions, I have ob tained the facts of the case concerning the Tientsiu firm mentioned by Mr Hagiwara in the statement which you reproduced on January 25. They are as follow:-In July 1907 a Gorman firm desired to wond arms and ammunition from Tientsin to Kuang- chengtza. The shipment was duly brought to Newchwaug, a distance of 384.5 miles, for $90.25. An attempt was then made to forward the goods north. The South Man- churian Railway. Officials, in this instanco, as in nearly all others where foreignera have wished to make shipment, refused to deal direct but referred the applicants to the transportation agencies. There are a large number of these companies operating more or less under the patronage of the Railway. In some cases they are Snanced by Chinese but in all instances that have cars before my observation the arrange- monts, with the Railway Co. are made by Japanese, directors or employees, as the case may be. The firm in question finally completed its negotiations through a Japan- ose Transportation Company. The distance from Newahwang to Mougehistun where | the goods were unleaded is 283.5 viles. The firm was charged 8982.00 for freight and commission by the Transportation Co. or over ten times the amount paid on the Chinese Railway for carrying the goods one-third agaiu ns far. Ou investigation it was found that the Agency with which the i Railway Company's prescutatio at New- chwang had obliged the firm to deal, had received at least $208.00, the difference between $982.00 und 2084.00, the charge for such a shipment of arins and amunition. The freight from Europe bad amounted to $380.00, or a little over half the Railway' charge from Newchwang to Kuangchengt, and only one-third more than the amount received by the Transportation Company, Buch figuris are instructive, especially where, as in this instance, foreigners are almoet invariably forced to deal with the Transportation Cos, in order to secure ac. commodation, while Japanese firms, unless common report be untrue, aro able to desl directly with the Railway authorities, Aside from the railway charges, moreover, another fact should be noted in connection with this incident. There is much to prove that insinuations in this instance were, and in others have been, advanced through the Japanese editedChinese Press and other- wise that foreign firms shipping arms and ammunition do so without "huchaos." Or if they are provided with these docu-i ments that they excoed the limitations thereof. During the military occupation of Manchuria there were perhaps not unnaturally inany cases of discrimination against foreigners. In one case at least efforts were oven made to frighten a Chinese into cancelling a contract with a foreigner in order that he might buy arms from s Japanese. Those are, it is to be hoped, parts of past history, but with the above facts before him it is difficult for the averagu person to believe that evil precedents have been entirely forgotten.
