the active list to the Reserve of Officers, unless a special exception is mado in their favour by the Army Council. The officers in the new third battalions below the rank of Lieutenant-Colonel will be partly Regular officers and partly officers of the Roservo, but not more than one half will bo Regular officers.

Non-commissioned aficers and men will be offered a bounty of £2 to transfer to the Special Roserro (new third battalions), The exact form of attestation has not yet been framed, but the liability will be; individual service abroad in whichever branch of the service the man belongs. They are to receive a total bounty of £1, por annum instead of 54 10s. as hitherto. Militia non-commissioned officers who trans- fer to the Special Reserve and who join the third battalions when called upon to sarve with the Regular line battalions will be allowed to retain their rank.

The Volunteers will in future serve undor the Territorial and Reserve Forces Act, 1907, and become the second line in place of the Militia alvorbed into the Army. The duty of embodied servico, hitherto performed by the Militin in Great Britain and Ireland in ease of emergency, will now fall directly on the Volunteers, who will be liable to serve in any part of the United Kingdom, and to be called up for service battalion by tattalion, as re quired. The Volunteers will in future bo enlisted instead af enrolled, the form of service being four years. Volunteers, when enlisted in the Territorial Army, can be used in aid of the civil power. Thero
