UNREST IN NORTH CAROLINA

LONDON, July 27.

A coris conflict has occurred in North Carolina rising from the Governor's refusal to accept the ruling of the Federal" Court decuring the State Brilway Hate Law to be unconstitutional. The most intense interest is felt in the United States, and especially in Kausas and other Western States, where the recent Federal encroachments, for which President Roosevelt is blamed, aro bitterly reacuted as interfering with business.

The case is also interesting in connection with the situation in California,
