We leam from oye-witnesses, says tho Fobe Heald af May 21, that in tho
cores of mating an American bluejacket last night, several policemen attached to the Akashi Machi Station (which as most of our readers are aware, is within the MITSU BISHI GOSHI KWAISHA nils of the former Foreign Soltlament) used needlessly violent, not to say brutal, methods. We confess-we are reluctant to bring such a chargo against the Police, thu members of the force having shown them- selves to be a patleist, naggressive and con- siderato body of publio servants. But in this caso the evidence of serious shortcoming on their part is so strong that we feel com Unionpellediatacgeneral interest to give publicity

to the particulars. From enquiries maxde at the Kobe Police Station (where it is right to say, the seriousness of the ease} was altogether pool-pooked, mainly, it would scem, on the ground that arrests of [^. binojackets were an everyday affir) it appears thaf, late last night, some police- men were sent out to arrest two. American bluejackets, in accordance with instructions issued by the local Court. When they were arresting the men, another bluejacket | interfered. They told him to keep away, but he persisted, and they could sus that he was integiesfel, they took him to the Akashi Machi Police Stalina; but he escaped. Ranning after him, the policemen needed in catching
him somewhüre sono Sakaye Bincki, and took him back to the station. They kept hire there till this morning, when ho vu released, as lo bad sobered u during the night. Such are the main facts supplied to make hæpectar Takumi, of the Kals Police Station On ane or tw points this account, harmonizes with the statements made to us by thu cye-witnesses, mentioned above. They state that Howe ailors were awaiting exuesination at the Akashi Machi Station when two olleers in mufti from the U.S.S Tennsylvania," to which ship the sailor belonged, entered. It is possible they were there to identify the men for whose arrest warrants had been issued, but on this point we, are not clear.
They told the Police that one of the men was net the one wantel- Upon hearing this, the sailor said “Woll. it isn't mo they want, anyhow; I'm off." or words to that effect. The sail refe red tor then doft- the police station sand raa away, apparently with a view to joining his shipnutes. Several policemen at once gave clase and expbared the man almost inmmediately in front of the Grand Hotel. A large crowd of Japanese, with several foreigners, soon gathered on the spot, and, despite the protests of the sailor, who said to the policemen “Let me alone, amd í will walk," the latter proceeded to tie the follow up with ropes in such a manner that one would have thought they were tying up 'The foreigners presant an escaped lion.
