In the first place Sir Alexander Swetten-- ham emphatically denies that there was any dispute between himself and the American admiral. In the letter referred to the ex-Governor writes:---
"The rear-admiral and I were the bust of friends, and during the whole time ho was here he had the use of one of my carringes, and drove round with my private secretary."
The letter to Rear Admiral Davis' which onused all the stir was written, so Sir Alexander says, privately and in a spirit of pleasantry, just as one friend might writo to another without fear of offence. Tho letter came into the hands of a coloured this newspaper correspondent. How occarred the ex-Governor is still unable to explain. He does not for one moment imagine that it was through any design of the American admiral, whose sense of honour and etiquette would prohibit any such netion. It is pointed out that had it been an official letter the admiral could not have published it without the sanction of the American Secretary of State for tho Navy, and as a private document the adiniral's own sense of propriety would have prevented its publication.
Then comes an explicit explanation of the rasigantion. When the publication of what Sir Alexander considered to be a harmless private letter caused a momentary. wensation in two continents, the Home Government cabled to him asking if ho wace willing to apologise to the American admiral. Sir Alexander promptly replied that if auch a course were really necessary he would do so with pleasure, but his compulsory apology would carry with it his resignation of the Governorship. The seply of the Colonial Office was that the apology was necessary; the apology was consequently nude, and Sir Alexander asked to be relieved of his responsibility as Governor.
Thon on Feb. 12 came the somewhat contradictory reference to the Jamsica incident in the King's speech, in which. his Majesty, while appreciating the courago and devotion with which the Governor had met the emergency, thank- o the American Navy for its timely offer of assistance. Lord Elgin cabled the following day to Sir Alexander Swettenham, asking him to reconsider bis:
