SAN FRANCISCO, March, 2.- United States Congress yesterday, after sovoraf lengthy discussions, defeated-the pot Bill of President Roosevelt by a large majority, namely the "Ship Subaldy Bill."
The Bill was reported on favourably by the House Copunites on the Merchant Marine and Fisheries, had the hearty endorsement and support of President Roosevelt and his Cabinet, and until the wote was takon yesterday, it was taken for granted that Congress would approve.
