It is very doubtful whether this will be approved by the Diet, continues our vernacular contem-

If recourse is had to further increnso of taxation, and the issue of more Bonds, the market of the latter will be speedily affected, resulting

in a serious economic depression through out the Empire. For this reason, Dr Sakatani, the Minister for Finance, and the Premier, Marquis Saionji, wore oppos. ed from the first to resorting to such a potoy.

The main difficulty in framing the Budget, continues the Tokyo journal, waS found in elaborating the ways and mean for raising funds for the works which are to extend over a number of years not in the financial schemo for the next year. The Govemment has at its command ample funds more than enough for nest year, accruing from a surplus of the war fund, and increased receipte in the reERVE LAST OF SHARE venue from taxes. In fixing the amount required for new works next year, it is necessary to decide also the annual amounts to be absorbed by those works which will occupy yours in complation, but the surplus in the Treasury is quite inadequate to meet such a demand. There fore the only means available for raising the required money are further increases Jep. 11, str..of taxation and the issue of more Bonde.
