We are not in a position to state what has! made it necessary for the issue of a pro- clamation by the Viceroy on the question of nepotism, but probably there have been those who are trying to palm themselves off as his relatives and in this way to extract money from timid persons. At any rate the Viceroy has issued a proclamation in which be states that in no case and si no time has he been guilty of employing his relatives in official positions and gring them any authority over the people over whom he rules. He has therefore issued stern orders and told all the under oficials throughout his jarlsdiction that if anyone if discovered asuming any relationship to him, and presuming thereon to gain any advantage over the local officials or anyone, Auch an one is to be at once arrested and brought to his yamen at Cauton when he will discover whether he will be able to gain by posing as his relative or not.
