According to a dispatch from St. Peters- burg, the American syndicate of civil -engineer, of which Leicy de Lobel is president, ha almost succeeded in arrang- icg with the Russian Government for the construction of a tunnel under the Dehring Strait, connecting Siberia with Alaska,

The American engineers slate that the railroad throught Russian territory can be built for 1,250 000,000 franes, and they have laid before the Tear detailed plans for a tannel under the strait, which in Bl kilometres wide and about 40 metres deep. The tunnel is to consist of three sections, cach of 20 kilometres in length and this is made possible becauso of two small island which are situated in the strait.
The syndicate has promised to turn over the tunnel to the Russian Government without any ramuneration. It doel bot ask for any interest on the capital which it nts istends to invent and which amounts to about $10,000,000 a year, and will even bind itself to order from Russian greet anufacturers structural steal amounting to the value of 300,000,000 francs, and tu give wraplopment only to Russian babourers and mechanics during the construction.
All that the syndicate sales in return is a ninety-year franchise, so the Russian Government shall be ablo en tuy them t at the end of thirty years.
The syndicate furthermore promises to build a telephone fine all the way through Siberia which is to be controlled by the Russian Governmom, and to found a longo Siberian bank for the purpens of advancing money to colunists willing to take up land in the carrier through which the mad will
