SATURDAY, JULY 28, 1908,
CAPE COLONY'S FINANCES.
In the House of Assembly at Capetown
on June 19 Me Walton, the Treasurer, made his Budget statement. He estimated the revenue for 1905-1906 at £8,289,999, and the expenditure at £8,264,671, leaving a surplus of £4,628. For 1906-1907 he estimated the rovenvo at. £8,043,509, and the expenditure at £8,823,240, leaving surplus of £120,260. Ho estimated the Customs rvccipts for 1905-1903 £1,681,000, and expected a surplus of £212,613. The Colony, said Mr Walton, had, returned, or nearly returned, to its normal level. Merchants were agreed that the industrial crisis hail passed; and that business which was now being done was sound and legitimate. The importe for '1906 amounted to £14,647,42%; and the exporta to £15,829,898 Mr Walton point- ed out that, although the deficits for the
two years 1909-1904 and 1904-1905 mount
ed to £1,621,578, yet during the last thre
years the Cape had paid off debt to the amount of £808,077. Thus the total actual déficit for that period was 2813,501.
MARRIAGE FOR TWO YEARS.
A French Bill.
Pak, June 29,--Drastic proposals abo contained in the draft of a Bill to reformá
the marriage by which the influential French Marriage Reform League have after many months of deliberations,-decided
Ing before the Cluumber of Pepartios. Women are to be placed on an exqual footing with men, and divorce made my for both sexes,
Drunkenness, insanity, and senterice to penad servitude for stee criminal offence, aru to be added to tho legal reasons for which a divorce can be granted.
The most striking suggestion is that a divorce should be gmuted provided that : 'both parties make a formal legal request
for divores and parsist in this request for a period of two years. In all such cases, how uver, two years must alapke before the decree is made absolute.
The reformers go so far as to propos that after this probationary period of twó years a divorce may be granted without any specific reason on the application of
either one of the parties, even should the other party be opposed to the decree.
