particular change appears to have occurred from yesterday, the Palace still being guarded bath inside and out by Japanese gendarmes.. Although it is protended that the object of this step is to provont cam- munication between the Palace and the volunteers, the Coroane themselves believe; that the Japanese hope, by preventing the Emperor from receiving any indepondent information from outside, to gradually persuade him that he can expect no sup- port from abroad and has therefore no alternative but to agree to all their do- mands. In the nicoutime they have been industriously searching the Palace for the eunuch Kang, who is a great personal friend of the Emperor, but it appears that Kang was warned in time and has mado good his cucupo Many Carcans snsported of holding communication with the outside world are under arrest or awaiting ex omization by Jaqubese court-martial and many others are being very closely watch- ed. On July 6, the Korea Lady. News wrote the following Japanese police, under the control of Mr faruyama, still guard all approaches to the Palace and from time to time make raids upon different buildings inside the enclosure. Under the circumstances it is, of course, dificult to obtain exact news us to their performances, but we are told that their energies are chiefly directed towards got. ting fold of all the ready money that they can find in order to make the Emperor entirely dependent upon the Japanese who controls the Finance Departament.

The railway problem for Chion is very: far from being settled. The ancient preja dice which resulted in the toaring an of the ustale of the first short railway to Wooans, within two years of thefinaugura- tion from which the greatest things were expected, bas passed away. Forten years or more foreigners have held valuable souces siopafor building railways in all parts of the Empire, and that they have failed to take alvantageof these opportunities of investing espital and providing fresh facilities for trad at the aste time fa not wholly to be charged up to China. From the beginning there was a very natural desire on the part of China's statesiner to retain control of their railways ne for on possible, and Viceroy Chang Chib-tung's costly experiment in regard to the railway from Bankow to Pek. log,--an undertaking which bas since beed sicasfully carried out with the aid of foreign capital-was- but the Grst of many such futile endeavours to dispoved with" outside aid. But after the Chino-Japanese war, the need falt for railways and thoáin-j2) · culty of obtaining capital at home brought about the granting of the concessions, which have ao frequently made an imposing appearance on paper, which wore attenu- vusly fought for "by and between the diplomats at Peking in 1699; and of which, so few bare materialised. British capitalista in particular ware slow to tarn their attention to China, and that in spite of the fact that the concessions in the Yangtze Valley which had boon obtained by British diplomacy were likely to prore among the most remunerative of all.
