Whether the administration of the Sanitary and Building Regulations snacted by the Public Health and Baildings Ordinanco, 1903, as now carried out is satisfactory, and if not, what improvements can be rande. Whether any irregularity or corrup tlon exists or has exinted among the officials charged with the administra tion of the aforesaid Regulation. The Commission earnestly invito the inhabitants of Hongkong and Kowloon to co-opomte with them by forwarding any complaint they may have to make or aug gestion to offer in connection with thei mattera sforexsid to the Undersigned.

Any person examined as a witness in the enquiry aforesaid who in the opinion of the Cmmissioners makes a full and true die- elosure touching all the matters in respect of which he is exentined will receive a certificate from the Commission which will protect the witness against any civil or primins! proceedings which may be insti ituted against auch witness in rospect of noy matter touching which he has been atamined.

It has been left to recent investigators to prove the important role played by animals in the causation and transmission of die ease. Dr Louis Lambon, lecturing at the Institute of Public Health, Russell-square,

showed that tropics] disease hitherto sup

posed to be due to heat were in reality caused by parasites,

Parasites were frequently carried by Becoming adherent to the fair of animals, by being ingested and then deposited, or by getting into the blood of animals or inssate, which on biting man deposited the parasites in his blood.

Flios are the great scourge, being the bearers of the germe of almost every diacase, including cholers, enteric, and anthrax. Dr Laubon showed how plague was conveyed from the mat by means of rat fans, which take up their quarters on the dousentla cat and dog, bringing the plague gerat with them.

De Lambon has been at work during the past few weeks investigating the part takan by the ordinary domestic animals, auch, na 1376 the cat and dog, in transmitting disease.
