The origin of the claim to this huge amount of money pressute some admittedly difficult legal problema; but, in s few wonis, it may, perhaps, be fairly stated thus, When the Khedive Ismail was in power in Egypt, in 1877, the financial troubles of the country became so acato that High Commission of Inquiry was appointed to consider the whole question of taxation and to die vor whather any means could be found of discharging the most prest sing obligations. This Commission ant for four months, and finally afirmed the prin. ciple of the Khedive's responsibility for the dafici ney, and found that it wae Is- mail's duty to assign bin properties of the Dairae to the State to an amount ouficient to wipe out the deficit.
