PROPOSED REFORM.

It is reported that the higher officials of the Government are in favour of Amai- gamating: the Grand Council and the Grand Secretariat after the Travelling Commissioners return; and call it the Board of Internal Affairs, while the present Board of State Affairs shall be transformed to Privy Council (1) and other Yamens shall also be reformed.

OHINESE PROVINCIAL FORCES. Ex-Anhwei Governor Chen memorialized the throne the other day ds to the abolition of the Chinese Provincial Forces which have hitherto been designated as the Army of the green standard and the matter was referred to the Board of Army Reorganisa- tion for consideration.

It is reported that the Prince and Ministers of the same Board have approved the suggestion, and memorialised, the throne to do as was proposed by ex. Governor Chen,

JAPANESE- PRIESTS,

The authorities of the different provinces have been ordered by, the, Walwapa to make private investigations to ascertain" whether the numerous Japanese priests who have come into China are prejching their doctrine..

AFFAIRS IN MANCHURIA. The Japanese Chargé d'Affaires at Peking has informed the Waiyupp that according to the stipulations of the Pertamenth Treaty, the Japanese Army in South Man- churia will be entirely withdrawn by April, 1907, with the exception of a fixed number of railway guards. For the preservation of peace in Fengtien, the Peking Government has been requested to take steps to send efficient troops to that province to take. the place of the Japanese. Accordingly the Waiwupu is consulting Viceroy Yush Shih- kai about the matter, and it is believed that another division of the Peiyang Luchun or New Army will be despatched to Mak den and other cities to maintain order. The third division of the Luchun which is now- posted along the Mongol-Manchu frontier will be solely reserved for the sup- pression of the Hunghatzes who are report- ed to be creating considerable trouble in Mongolia... d

THE DROUGHT IN SHANSI.

There has been a prolonged drought in the provinces of Chihli, Honan, and Shan- el, but the worst areola ata being felt in the last-named province. The reason is that the topography of Shansi is very mountainous, leaving only a small area available for cultivation. In seasons of ordinary crops, balf of the people's food supply comes from Chihli and Honav, but on account, of the drought in those two provinces, that source of supply is cut off. Consequently the price of cereals is daily rising, millet being 1 sold at Tis. 6:45 a picul, wheat Tis. 6,12- a ploul, while all other grain, even those of the coarsest kind, have advanced one hundred per cent. Another element which aggravates the situation is the number of unemployed hands in the province, those who wore thrown out of work as the result of the terrible Boxer experiences in 1900. As is well known, says the Nanfang. pao the greater number of the Shansi people derive their living from trade, but the upheaval of 1900 was the means of depriv ing eighty per cent, of the people of their business, from which they have not been able to recover even now. In consequence, ovor a million hands are without employ» ment, and the prospect of earning a living for a great many of the families is the reverse of bright, as they have lost all their former capital.

During the recent Chinese New Year celebrations in Sydney, writes a. corres. pondent of the Globe, the resident Celos- tials paid a visit en masse to the Theatre Royal, swarming into the orchestra stalls, dress circle, and other parts of the build- ing, to witness the pantomine of "Sinbad the Sailor," the songs and dances in which they enthusiastically applauded. All were in conventional cont, vent, and trousers; a few, with their wives, being in orthodox evening dress. But all came to be amused, and never did the performers witness a happy and apparently more smiling audience. It was certainly a more sensible modo of passing time than letting off vilo- smelling crackers or splitting the ears of passers-by with the hideous uproar of huge gongs. But it is at a picnic that the Chinese appear most to advantage. They had one

He regret ted that the Chinese were regarded preju. dioially by a section of Australians, but pointed out that such prejudice weakened as the Chinese took up Western manners and customs. In British communities the Ohinese should be placed at least on an equality with Japanese, who, however, had plainly made their influence felt through Z. Y. de Aldecoa having spontaneously adopted the customs of Western peoples, which it was found so difficult for the great body of Chinese to take up. He maintained that the Chinese were in all respects equal to the Japanese, and, with the Christianity and assistance of their Western friends, could prove it. The main points, however, must never be lost sight of namely, that Christianity would have to be the prime factor in all movements of reform in China or among Chinese elsewhere.

This is remarkable doctrine from Chinaman.

The P. & U. Co.'s 8.8. Devanha with the ENGLISH MAIL of the 1st June, left Singapore on Sunday, the 24th June, at 10a.m., and may be expected here On Friday, the 29th June, at 6 am. This packet brings replies to letters despatched from Hongkong on the 1st of May, sad the parcel maila closed in London for despatch by the all sea route on the 23rd of May, of May. despatch overland on the 30th of May. The Imp. German Mail 8.8. Byern carry- ing the German Mails with dates from Berlin of the 5th June, left Colombo on Saturday, the 23rd June, p.m., and may be expected here on or about Wednesday, the 4th July.

The T. K. K. 8.8. Hongkong Maru sailed from Yokohama for this port on June 26th, and she is due to arrive here on July 7th.

The P. M. 8. 8. Korea sailed from San Francisco for Hongkong on June 20th.

The C. P. R. Co.'s 6.8. Empress of China arrived at Vancouver, at 5 p.m. on Tuesday, the 19th June.
