2.-All the duties and taxes collected by:
the Native Customs at Newchwang aro Ealso to be deposited in the branch of the before mentioned bank for local territoral usce for the improvement of the welfare of the general public.
3.- Judicial, cases concerning, Japanes and Chinese subjects are to be tried by the Japanese Military Administrator.
4-At the restoration of Yingkou (or to China by Japan according Newchwang) to the Chino-Japanese Treaty, the Chinese Authorities must not unnecessarily modify other or abolish those political and

This build- ing will contain large galleries for use in connection with a permanent exhibition of arts and manufactures, a theatre, a concert. hall, and a restaurant. Beyond the contral block of buildings the site will be enclosed by shops with basements, ground floors, i and two floors, above. There will be 78 shops on the ground floor and 78 on the; first floor, while the second floor will be let for commercial purposes. The promoters have undertaken to spend not less than £500,000 in the erection of these buildings. They state that negotiations have already been commenced for letting portions of the buildings, and that they have no doubt as to the disposal of the whole to substantial tenants.
In the central building and in the courts or verandahs adjacent, meals will be provided, but the promoters munke their offer entirely dependent upon their being permitted to apply for a licence for the sale of beer, wines, and spirits to be served at tables by writers, who will also serve other refreshments, but no bars are desired in connection with this part of the scheme. In the theatre such facilities for refreshment will be provided as are usually allowed in theatres licensed by the Lord Chamberlain. The lease will provide that these facilities will only be afforded while performances are being given in the theatre. and that they will be in strict accordance with the regulations of the Lord Chamber- lain governing such cases.
The leases will be for a term of 99 years, at a rental of £55,000 per annum.

At Lons there has been quite a battle with serious loss to the soldiers, there being fifty soldiers and three officers killed. Troops amounting to 22,000 are at Lens and more troops are being sent. It is hoped that firm and stringent measures will overcome the outbreak before it spreads to other parts of France.
