The Paris correspondent of the Morning Pot writes on April 16;-General Vorton, the president of the Colonial Defence Com- mittee Instituted by a former Minister of the Colonies, M. Doumegue, has reported serious defects in the arrangements: for the defence of Indo-Obina, According to the Echo de Paris General Voyron, while on a tour of inspection, discovered that the committee's recommendations had been persistently ignored. He cabled the Minister of the Colonies to this effect on Feb. 5, stating that only about one third of the artillery ammunition considered hocen- four batteries of Bary was available, new field guns had been left entirely without ammunition and were consequently useless, and that the supply of riffe cartridges was 50,000,000 below the amount formerly estimated by the committee aa..safe minimum,
