The "Hankow" and a Junk.
In the Admiralty Jurisdiction of the Supreme Court this morning an action arising out of a collision between the Canton River Steamer "Hankow" and a cargo junk, the “Lin Shing Lee," was commen: cod before His Lordship the Chief Justice (Sir Francis Piggott) and the Hon. Cap. tain L. A. W. Barnes-Lawrence (Nautical Assessor).
Mr M. W. Slade, instructed by Mr E. J. Grist (of Meters Wilkinson and Grist) appeared for the plaintiff, while Mr E. H. Sharp, K.O., instructed by Mr H. J. Gedgo, (of Messrs Johnston, Stokes, and and Master) represented the defendants.
The plaintiff's statement of claims was that at 9 20 p.D. on November 16 a two masted junk the "Lin Shing Lee," while on a voyago from Hongkong to Macao, laden with a general cargo, and manned with a crew of six men, was off Pillar Point (Cheung Shakok). The wind at the time was about northeast and very light, and the weather was fine and clear with the moon shining brightly. The junk was heading about west-north-west, sailing free on the starboard tack, and hor speed was about two miles per hour.

One incident is too characteristic to be ignored. A friend of mine, a newspaper correspondent, contrived to get a telegram through to San Francisco, asking for some details of heroism in the work of rescue. "Thore are no heroes The reply came: here; we are all to busy." The same brave spirit of doing things without talking about them was shown by an anonymous telegraph opemtor at San Francisco. He kept in communication with Sacramento until ten o'clock in the morning, con tinuously reporting the shocks, the explosions, and the disasters, by fire as they occurred. At last he telegraphed; "Getting too hot; building too shaky I'm off for the simple life." It now turns out that he was at work for hours in the partially demolished building, after every body else had deserted it.
Sailors from the warships are assisting the firemen, and at some points officers with drawn pistols are forcing citizens to aid in the work. One young officer was everywhere conspicuous in directing the operations, and his energy won the admira- tion even of those whom he was forcing to
work.

Shang Chi Heng says the mission have not come across much that is very now in England-because they had been to Japan and the United States fint.
"I have come to the conclusion that Britain showed America the way in com- merce first of all. But America has much larger resources, and seems to work harder in developing them. I'm telling you just what I think from my observations. T have met many Englishmen who agree that Britain is behind the United States in general progress. You seem to be waking up to this fact now. Of the English people I cannot speak too highly, What has chiefly impressed me is the dignity and 1908. aqlidity of your nation; There is a com pactness of spirit, and a comervation which, In spite of any political differences, kedps the race well together. You remind me of the Chinese in this rospect.

The Attorney General-It is impossible, I take it, for this Council to pledes itself to anything in the shape of legistation by ao0opting a resolution such as this, becaus whether the legislation is for the purpose of making the registration of Chinese: partnerships compulso nd legislation that is not compulsory cannot possibly be effective whether any such legislation le desirable or not depends altogether upon the objects that legislation has in view and the means the measure would adopt to give Bfect to them. Now, what would be the object of registering partnerships? There Dan only be one-or two. One to protect the creditor as against the debtor, or to protect, as my learned friend opposite seemed to think could be done, the debtor against the creditor.
'Ho auggests that the law of China be introduced into s British mercantile community such as this, by which apparently the persons who Bught to be liable, the persons in faith of whose names credit is given to the firm, are according to that law only liable to the extent of the proportion of the interest which they possess in the firm. I take it would be difficult for the hon. members to persuade anybody that it was desirable for a British thercantile com. munity to substitute any such law as that for the law already in existence. It would be impossible. The object of any Such Legislation must be either to protect the creditor or to give a certain' protection to the debtor. We can free the person of the debtor to some extent, but we cannot protect the the debtor against the creditor. It is the creditor who requires protection against protection which iry learned friend appears to have overlooked when considering this questions By the law of England there is auch a thing as limiting partnerships. agree with the hon. member representing HONGKONG, SWATOW, BANGKOK Whitman, Miss Katherina Whitman, Messrs
the Chamber of Commerce that the oply
way to deal with this question is in the shape of a bill. If the hon. member (Mr Pullock) will bring forw rd a practicable echeme in the shape of a bill let him do it. and I will welcome it and assist him in every way I can. I read carefully the reports to which my friend refers, and among them a letter by Mr Hallier, & former Queen's Counsel in this Colony. I commend the arguments of that gentleman to the attention of my friend when he is drafting this bill for the registration of partners.

I think hon. members will agree that that object has at all events Been partially attained, although no doubt there will be more sald on this important subjoot. If there had been a bill drafted, the first body to whom I would have senta opy would have been to the Chamber, of Commerce, which the Hon.
