John Brown, master and owner of r small barque "which fearried the King of Rojisida to his new subjects, recently gained notoriety and the Grand Cordon of Brubwelpetter. Brown, who is a plain, quiet man, wholly unlike Captain Kettle, was naturally blated at this distinction being conferred upon him; but, being a patriotic, subject he properly sought the permiaion of his own gracious King before he presumed on wearing the decoration. On glancing over the Form Captain Brown perceived he must next address the Foreign Office. In due course he did so, and the Foreign Office, which was also his obedient gervant, begged to acknowledge the receipt of his communication, and, as the Depart ment was without official notification of the bestowal of the decoration, to refer him to the chargé d'affaires for Rejisidz. Brown perseveringly wrote to that gentleman, who said that his Government, beyond the conferrence of the decoration, could take no action. Thereafter might have been an international hitch, but he of the decora tion took it into his head to write to the British chargé daffaires at Rejisidź. That gentleman saw the Foreign Minister of

During this period of continual wandering the Brown dossier had assumed alarming propor Lions, and the hand of Ronge Taper Pursuivant was writ largely in it. Thus our business-like methods, not to say dignity, are upheld in the eyes of foreign nations. There seems to be a good prospect of race for the Sculling Championship of the World taking place this year, between Edward Durnan (Canada) and James Stansbury (Australia), Early in January Durnan declined an invitation to row Stansbury in Australia. Previous to that (August, 1005) he challenged Stansbury to row him for £500 x Aidqüind3⁄4hé chất- pionship of the world at Toronto. Stan bury, standing to his right as champim declined to o row outside Australia, A for days later Durnan beat Sullivan, the former New Zealand rower, at Toronto, It is now stated, on reliable authority, that Darnan will visit Australia in September this year. A great deal of interest is sure to be contred in this event, for it is prae- tically the revival of the sport. If Durnau

have given a commanding voice in national

action to the masses. Now we must put up with the result. The last general olec- tion has been an example. It was won entirely on catchwords-Chinese slavery, the Big Loaf, Trade Union immunity, taxation of Land values, and generally the comforting doctrine that from him that hath anything shall be taken even that which he hath. The majority of the inhabitants of Great Britain, after thirty odd years of School Boards, consists of half educated ignoramuses, who read, indeed, but read the rubbish of the halfpenny daily pross and who follow like sheep the most blatant bawler of the crowd. They have elected a parliament of their own kind and we are heginning to sep-the result, Never before was there either so large a majority or so heterogeneous a one. All the fadd- cits are represented, and they are rapidly putting their fingers into every pic with

dietrous results.

A deknite example of this is the grave incident in Natal. A poll tax was levied.

nt

Then came the change of ministry at home and the nualcontents felt that the new government would be on their side. At once an agitation arose fomented by the so-called Ethiopian

of group negro dowagogues from Liberia and the United Klates. A dotachment of police was attacked and murder committed. The responsible Government of Natal declared the application of martial law, and

un twelve men, Zulus, Katirs, least one Ethiopian missionary, were sentenced to death. Now Natal is egre. gionsly loyal. Its half-century of history has proved this, and of all sections of our South African empire it best deserved to be trusted with its own internal affairs. But the present government were unwill- ing so to trust it. There were alarums and excursions-a reprieve, the resignation of the Natal cabinet en bloc, telegrams to and fro, three days doubt and difficulty, and and then the surrender of the Home gov- ernment. Another proof that the present ministry is browbeaten by the faddista is soen in its Trade Union legislation. The ministerial bill is supplanted by the Hudson- bill, under which trade unions cease to be re- sponsible for the acts of their agents. The clause is vague but, is certainly patient of the interpretation that the principle of

A majority can be quite as tyrannical and usually will be less intelligent, than an autocrafic ruler, but fortunately will gen. erally bu short-lived. To-day we have quite a number of tails wagging the head, and may fairly doubt the substantiality of the monstrosity we have to face..

The special virtue of His Majesty's ministers is humanitarianism. No boy may be birched in the navy; even if it be a simple caping it must be performed in decent privacy though all punishment shave hitherto been public on the King's ships. No punitive expedition may be despatched against savages. As soon as Sir Frederick Lugard came into touch with the Munshis, his orders were countermanded. Natal cannot be trusted to deal with her ownL Kafirs, nor the Transvaal with her China- men. The benevolent meddler is over -us-all.---At-home-school-children are to be fed, strikers to be permitted to picket peacefully in crowds of a hundred, mem-

It is certainly curious that this charac teristio of universal amiability should be accompanied by a strong flavour of trucu- lence. One of the labour members has Baid that the Under Secretary of State for the Colonies ought to be muzzled, but he la permitted to rate the opposition as if he ware & Cabinet minister.

How things are to end, it is hard to foresee. But it is clear that blunders are being perpetrated at present, and the Transvaal will form the most obvious con. clusions from the way the Goveniment treat loyal Natal.
