RUSSIA'S NAVY,
Froposed Reconstruction,
The following details of the recently sanctioned programme for the re-construc- toin of the Russian Navy are interesting in view of the tologram wo. published on Wednesday, stating that the Czar has issued a ukase ordering prompt recon- struction.
The programme comprises twelve battle- ships, fifteen cruisers, forty-six torpedo boat destroyers, cigliteon torpedo boats, ten submarines, soven gunboats, nine monitors, and one mining ship-a total of 118 vessels. The distributions of the navy thus to be created is as follows:
For the Baltic Sea fleet: Nine turret ships, each of 16,000 to 17,000 tons dis- placement with four heavy, fourteen medium, "and fifty-six quick-firing gung, armoured with nickel steel 230 millimètres. (9 in.) thick, and with a speed of

Speculation was not beaton, however, and was again in front just before the straight was 'entered, when Blue Nile again forged ahead. The mace home was an exciting one. Blue Nile won with a couple of lengths to spare, and, nearing the stand, Kingston rushed into second place and, much to everyone's gur- prise, came in ahead of Speculation. The Quaich was last. The BEANIE RACE was not a very interesting one from a spectator's point of vlaw. There were a large number of entries and the ladies had some difficulty in fishing the rosettes out of the tubs of bran but they managed it fairly orpe- ditiously. The jockeys appeared also tobave a good deal of bother in finding the corres- ponding rosette and so declared that there were not a sufficient number of them. Volunteer Rifle Club.
On May 12th fourteen members shot to decide who should hold the Rifle Associa tion Trophy and Handicap Cup for the next six months. The weather was very hot and bright and as is very usual on Tai Hang Range there was a variable fresh wind. The winners were Bombadier Marshall and Liout. Bayton respectively.
