He did not believe this perhaps sounded even a groater paradox-that the manner of the House of Commons have deteriorated, and

his conviction was that if any one were to take-the-trouble to study in detail the an nals of the past they would find a larger

number of what were called "Scenes" on the posters and described in sensational terms in the newspapers than they would find at the present time. His experiences of the present House of Commons had been for various reasons, some public, some private, of a very limited character. He had not been present in that House very many times since he had the honour of being elected as member for the City of London, and on those occasione he was almost ashamed to think of How much of the time of the House he took up by his own oratory. But so far as hs! observation went of the present House of Commons-bad as that House was in its opinions—he did not believe that there were those signs of decadence the prophets of evil were so eager to put ob record, and he was confident personally that the character of the House of Commons, the purity of its motives, its absolute superi ority to anything in the nature of pecuniary bribes, its power of speech, its toleranos of difference of opinion, its tone of manners towards even those who represented but a small minority existed still, and would remain when this House of Commons had run its race and had to be judged by the historical character of its performances. He believed that they might look forward to a long succession of Houses varying in opinion, but all carrying on untarnished and undiminished the greatest traditions of free institutions which, so far, this world of ours had to show (cheers).

The toasts of the evening-every one of them-doalt with institutions which went back to an immemorial" past-the Crown, the House of Lords, the House of Com- mons, the Livery Cmpanies, and the Corporation of London. To him that was a moving thought. Here were they in the twentieth century toasting institutions which went back to the very beginnings of British history which had now their living and important place in the life of the Em pite, and none of which could they spare without a sensible-loss to their social life.

German's Successful Invention.

BERLIN, March 14,

A German engineer, named George Leue, has invented an apparatus enabling steamships to take in coal from colliers at sea at the rate of sixty tons an hour while travelling at a speed of eleven knots. Loue'a apparatus, although similar to previous inventions, attains treble the results of former patents, which have not exceeded twenty tons an hour.

Experiments carried out by German warships have proved completely success. ful.

The Kaiser himself watched the apparatus at work, and expressed his satis faction with Loue's invention, which will shortly be adopted for use in the German navy.

which arrived here recently from Portland (Oregon): The ship's company numbered 42, of whom 32 were Chinese.

The Cargo of wheat had been discharged, and the "Epsom" was awaiting orders as to hor now destination when a rumour was circulated on board that before returning to Portland the steamer was to proceed to Lendon

The Chinese were dissatisfied with this news, being anxious to return to Portland, and thence to their native country. They laid their grievance before the captain, who declared that no orders had been received, but in any case the owners' instructions would have to be carried out, without question, as the crew had signed on for two frara, not one of which had as yet slapend.

The Chinese decided, however,

to

mutiny. They landed, and purchased arms, and reperembling yostarday morn ing on board the steamer, reselred to The latter awaited attack the captain them on the bridge with the British mem bern of the crew and four Chines who remained faithful to their officers, all of whom were armed with revolvers. When the mutineers appeared, they were kept at bay until the arrival on board of a detach mont of Italian Carabineers, who had been summoned. The officer in command of the troops ordered the matineers to lay down their arms. The Chinese obeyed.

They then demanded an interview with

the Chinese Consul, who accompanied them to the British Consul. The latter ordered them to fulfil their contract, threatening to have them arrested if they disobeyed. THREAT TO MR. BALFOUR.

Prisoner's Curions Letter.

BERLIN, March 25. Considerable interest attaches to the

case tried before the Second Criminal Court at Chemnitz last week, when Richard Arno Passler, & compositor, was charged with at- tempting to blackmail Mr Arthur Ballour. The evidence showed that on February 4 the prisoner sent a letter from the Limbach post office addresed to Lord (?) Balfour, and demanding, in the name of the "Black Hand for Europe and America," the sum of £5000. In the letter, which was written In German, the focused esid: "You must fulfil the domand, for if you do not heed it, or if you give this letter to the police, you will have to bear the consequences."

The last sentence was doubly underlined, "These," the letter continued, "will be terrible. You cannot plunge yourself and your family into misfortune, but must send The letter the small sum roquested." concluded:

"I warn you against taking any rash stop, otherwise,

Passler further asked that the money should be sent to him at his parents' home at Pleissa.

Mr Balfour handed the letter to the German Embassy in London, which im. mediately took steps for the discovery of the culprit, with the result that Passler was arrested on March 2 on a charge of attempting to extort money by threate An investigation showed that the prisoner had nothing whatever, to do with the "Black Hand" organisation.

Cross-orvmined as to why he had selected Mr. Balfour, the prisoner replied that he thought Mr Balfour would do as well as any one else. He was in need of money, and he hoped to get some by menaces, as he had heard such attempts often succeed. The court sentenced him to a month's imprisonment, but, in view of the time which ho had been in prison pending the investigation of the case, he was immediate I released,
