BERLIN, March 9. An extraordinary case in which human life was sacrificed to bureaucracy has just occupied the courts at Treves.
A shoemaker hamed Feiler sustained a severe fracture of the skull in a fight in the neighbouring village of Ehrang. A local doctor who happened to be passing bound up the wound and told the man to go to the office of the burgomaster and obtain a certificate to admit him to the hospital. He himself would have performed the operation, which was exceedingly urgent, but he did not feel called upon to advance the money for liniments, etc., which the apothecary refused to supply without an authority from the regular poor people's doctor.'

According to the evidenco no troubled further about Feiler, "because he was poor and belonged to another parish, and the Ehrang doctor for the poor could do nothing without the authority of the burgomaster." The burgomaster happened to be away at the time, and before the necessary papers were filled out Feiler had died.

Owing to the recent bad weather, which has effectively soaked the Cric- ket Ground, lawn tennis has been almost impossible and the tournament

Brawn, in the Single Handicap (B Class). Brawn won the first two eets, by 6/3 and 6/4 respecti vely. Under the circumstansce the dates for the closing of each round in the tournament have been extended. The first and second rounds are to be finished by May 7; the second round by May 14 and the third round by May 21. If the present weather keeps up there should be no difficulty in keeping to these dates.
A Good Performance. An all-round test has just been accom- plished by a young Indian Officer, Mr K. Barge, of the 17th Cavalry. The scene of this exploit was a level mile on the road between Bannu and Dehra Ismail Khan, and this mile MrBarge had to cover four times at a run, at a walk, on a horse and on a bicycle, in twenty minutes. Ho walked the first mile in 7 mins. 523 secs., ran the second in 5 mina. 12 secs. galloped the third in 2 mins. 4 secs. and bioycled the fourth in 2 mins. 693 seas., thus achieving his task in 19 mins. 8 secs., inclusive of the time taken in changing mounts, and winning with 59' seconds to eparo. All who know anything of athlo tics will appreciate the merits of this remarkable performance.

sum of $25,000 spent in repairs, but not. withstanding this fact the boilers leaked persistently throughout
the
voyage and all attempts to repair them proved fatile. She had not cleared Sandy Hook when the first leak was discovered. An effort was made to caulk the leak - but after working well for a day the leak again broke out and a second
became defective. boiler
Temporary repairs were made, but the ship reached Gibraltar leaking badly and a stop of eight days was made during which a force of boilermakers was engaged thaking repairs. After two days at sea they were again leaking, and on reaching. Malta a stop of five days was made for further repairs. With two days good running the old trouble reappeared and on the vessel arrived at Port Said two boilers were out of commis. sion. A firm offbollermakers made thorough repairs but three days past the Canal en air pump broke, reducing the steamer's steaming capacity half and by the.time this was repaired the boilers began to leak again. It was then decided that it was useless to attempt further repairs and a tow llae was passed to the transport "Kilpat rlok," which accompanied the " McClellan," and in this way the ran was continued to Manila.

The tide table given below has been compiled at the Nautical Almanac Office in London from the result of the analyals of observations taken by means of an au- tomatic tide-recording machine in the Wa ter Police Basin at Tsim Sha Tsui during the years 1887-8-9.
The zero of the table corresponds with the zero of the soundings in the Admiralty Charts which has been found to be 4 foot 3 inches below mean sea level.
To obtain the depth of water on the tide gauge at the Victoria Naval Yard add 8 feet 4 inches, and on the gauge at Lamont Dook, Aberdeen, add 10 feet 6 inches to the height given In the table.
Add 23 minutes 18 seconds to the figures given below to correct to Zone time.
