Speech by Lord Kitchener.
At the meeting of the Indian Legislative Council on March 2 Lord Kitchener made a lengthy speech on the arany question and the scheme of re-organisation in India. He could not agree with a previous speaker (the Malaraja of Dharbang a) that advant age should be taken of the alliance with Japan to save money in respect to the army. Surely he must recognise that there were higher and more worldwide intereste underlying the alliance with Japan than the merg pecuniary advantage that lo put forward. It was, of course, evident that owing to recent events they had had & breathing space in which to completo pre- cautionary measures which had been recognise to be indispensable, but that was no reason why they should abandon their efforts to remove obvious and ack- nowledged defects and deficiences, orreduce the Amy below the standard that was considered necessary before any of these events occurred,

A CONTRACT QUESTION.-
The Forfeiture of a Deposit.
In the Full Court this morning, before their Lordships Sir Francis Piggott (Chief Justice) and Mr A. G. Wise (Paisne Judge) an appeal against the decision of the Puisne Judge was heard. The case was one in which Tam Man Sam sued Tam Yau and Cheung Sau Pang for $1000, being 8500 deposit on a contract and §500 damages for non-completion of the contract, and the Paiene Judge gave his decision in favour of the defendants. This decision was appealed against, and a special case was ordered to be stated.

The disastor apparently took place at North Point, which is some fifty miles from New. chwang, and it was at first reported that the steamer was likely to become a total wreck. One of the Company's steamers, however, was at once despatched from Chefoo to see what assistance could be rendered, and the latest wire from the scene states that there is now a good chance of getting the vessel off.

CAKTON, April 25. Owing to the high tides and floods in the Canton River several ditches have broken and the water is now about one foot high on the Honam side.
It is not far off the shameen and it is posible that it will also be deluged by the water,

Captain Rathbone, who was in charge of the ship, said: "I don't call what we saw off Dunzeness a sea-serpent. I profer to give it no name, When I first saw it I took it to be a baulk of timber, and in order to avoid running into it I altered the course of the vessel;
"We then ran alongside of the strange object, which was fully fifty feet in length and about a foot in diameter at its thickest part. It lay perfectly still, and I have no doubt it was dead.
As we possed within three feet of its head, which, had two eyes and two small eara, both I and my crew leared over the vessel's side, and we all saw it plainly. Its head was something like that of a conger eel, and its skin was streaked with grey lines."

A Plucky Resident.
LABUAN, April 13,
A disturbance, that would.reen to have been very nearly attended with seious results, is reported from Brunei.
It is said to have occurred on the 7th instant, and to have been caused by the Resident's introduction of heavy duties on native foodstuffs.
In some quarters, the action of the Resi dent is regarded as ill-advised and some.
what wanting in tact.
The Resident, so the story goes, ordered one of his Sikh guard to arrest native who was charged with owing 34 to an old monopolist in the coconut oil trade,
This monopolist, since the debt was it. curred, had been bought out on extraord inarily generous terms.
A despised (7) Sikh oboyed the Resident's orders and in doing so assaulted, it is said,

An angry but unarmed crowd, consisting of some three hundred natives, collected and proceeded to the Residency, with the object of lodging their protest.

Pengeram, one of the 300, struggled to get through, to obtain a hearing.
Thereupon. the man was folled to the ground, which made the situation critical. The Resident, however, pluckily faced the intruders and gave them to understand he was not a bit afraid of them.
Before anything more was done, an in- quential Dative arrived upon the scene, and succeeded in calming and dispersing the orowd.
Bad blood, however, in said to have been created by the incident among the natives of the State (Brunei).—Straits
