propriety of the amended___.regulations... there can be no doubt. For some years it has been increasingly evident that free- boards which wore suitable for the types of vessels which were being built in the year. 1885, when the old tables, were prepared," |

are no longer appropriate. The wording of the Act of Parliament and the spirit int which it was contrived have permitted of due allowances being made from time to time so far as regards merely the question of structural strength, without reference to surplus. buoyancy. For instance, as spar deck stonmers have more and more closely approximated in strength to the three de k type, so the freeboards of the two types have also been closely approximated to each other, until it is now no unusual thing to see a new spar-deck steamer with the sam freeboard as would have been assigned to the three-deck steamer of 1885. But 1 neither the spirit of the Act nor the-terms- in which it was expressed permitted of any modifications being made so far as the question of surplus buoyancy was concerned. And yet it must be evident that the surplus. buoyancy which is provided in a sulistanti- ally constructed space, and thoroughly, A BUILDING at CAUSEWAY BAY, protected-from-the-tea, must be of more formerly in occupation of the Steam Laun- value to the vessel than that which is pro dry Co., Ld:

The truth it that as these superstructures have been increased in length it has become more and more clearly apparent that they should be made contributory to the strength of the vessel, and not be merely built upon it. Hence the long bridge and the shelter deck have been inade thu "strength decks" of the vessel, and their side plating has been increased in thickness accordingly. above that size were but few in number in PRIVATE HOTEL, CENTRALLY SITUATED. 1885, and consequently there was not much experience obtainable regarding them. At the present time there are many exiling vessels of above 3,000 tons register, and experience has shown that it is possible to load them with safety deeper than was thought to be prudent 20 years ago. Hence, it is only these large sailing vessels, say above 22 feet moulded depth, that will get a decreased freeboard under the amend- ed tables. This will not matter very much, for apart from the all-important fact that no vessel should be loaded deeper than well grounded experience shows to be esfe, it happens that our steel sailing ship tonnage is rapidly diminishing and seems likely very soon: to disappear altogether, or, in other Hags, This is not a subject to rejoice about, but it is one which seems to be inevitable and which must therefore be faced.
