LORD MILNER ATTACKED.

In the House of Commons on March 21 the attack on Lord Milner, carefully planned some time ago from the Radical benches, was duly delivered. Me W. P. Byles moved a resolution to the effect, "that this House expresses its disapproval of the conduct of Lord Miliner, as High Commissioner of Bouth Africa and Governor of the Transvaal, in authorising the Dogging of Chinese labourers in breach of the law, in violation of troaty-obligations, --and without the knowlodge or sanction of His Majesty's Secretary of State for the Calonies. Mr Mackarness, who seconded the motion, reminded the Houge that tho Under-Secretary for the Colonies had spoken of Lord Milner as having been guilty of a grave dereliction of duty." and he asked members to emphasise their appreciation of this statement by voting in favor of resolution which was directed not so much against an individual as a cories of acts which, if condoned, might lead to the perpetration of aots of injustice in other British colonies.

CRITICISM OF KITCHENÉR.

LONDON, April 10 The Times publishes a long letter from its Indian special correspondent, in which the writer strongly criticizes Lord Kitchener's - adutinistration;—-—_and complains of his

attitude to the Native army, which has produced discontent, unrest, and a difficulty in recruiting.

Lord Kitchener, it is stated, neglects to extend personal courtesies to Native Officers who are accustomed to such acts of con- sideration. The writer points to Lord Kitchener's want of knowledge of the Indian character, and his constitutional intolerance of opposition. His lordship is said to exhibit the defects of character, of which miny dread the consequences in India, as being those which led to an incipient mutiny in the Sudan just before Lord Kitchener's departuro to South

Africa.

The correspondent inakes these charges in the present situation which, he believes, is fraught with grave dangers to the inter esta, even the safety, of India.

In connection with Lord Kitchener's scheme; a military finance department has been established.

It is under the control of Mr Baker, shu finance minister of India.
