The New Tari.

TOKIO, March 28. A compromise has been arrived at in regard to the new Tariff at the joint con ference of the two-Houses.

The House of Peers referred the reviesd Railway Nationalication Bill back to the House of Representatives, whe e an unpre=" cedented scene ensued in consequence of a motion

by the Selyu-kai to divide without further debate, all discussion being already exhausted. The opponents of the measure, despairing of success, retired, and the Bill was thus adopted by an absolute majority of the House

Much interest, therefore, attaches (says the Standard to the firing of the annual masketry course next month, at ranges beyond the ordinary practice distances of 200, 800, and 600 yards and under Service conditions.

look. That is the length of roach with the bayonet. With both a short rifle and a short bayonot the effective reach is inade. quate, and it is under consideration to Iengthen the bayonet by several inches a decision as- the proper length has been made. Some soldiers advocate the use of the old sword bayonet, but infantrymen are opposed to increasing the foot soldier's burden with so heavy a wespop. As a general rule, an addition of six inches to the blade is

recommended.

There has been a gradual reduction in the length of the rifle and bayonet since the Crimea. In 1853 the old Snider, with its corkscrew bayonet, measured six feet and half an inch. In 1871 the introduction of the Martini-Henry reduced the length to 5ft 11in, and later patterns decreased it to 5ft, 89-10in. The Lee-Metford, which followed, was 5ft 1in., the same as the improved pattern, the long Lee-Enfield. The short riffe brings down the, combined length of rifle and bayonet to 4ft 8 11-18in.

In the middle of the last century most of the foreign-rifles and bayonots were longer than ours but the difference was a slight that the average length could be roughly called 6ft. The following figures will show how competely foreign rifles outreach our own today

The question of the efficaciousness of limo-washing houses as a precaution against plague was Bised at the Sanitary Board yesterday by Mr H. Humphroya. In ad- dressing the Board Mr Humphreys asked On the whole it seemed to regard Badd-if it had any effect whatever as a preventive hism, specially the Buddhism of the past, of plague.

The essayist suggested that this was owing to the nature of the Buddhish faith. Con- fucianism was a thing of the head rather than of the heart, and for the rulers rather then for the masses, and for this world rather than for the future one. Therefore when Buddhism came with its appeal to the heart, with system of self-abnegation, with its heavens and hella, it appealed to was accepted far and wide. There is much in this explanation. Buddhism, also, it was affirmed, has done much to develop art in China. Painting and architecture have felt the influence of the Buddhist faith. The books of the bank were referred to and they showed outstanding debts amounting to $1,90 1000 odd, while the liabilities were $1,700,000, leaving a credit balance of a couple of lacs Wong Ca Cheung aaid at the meeting:-"We, three partners are 'safe' (substantial or sound, or some such equivalent word in Chinese) and if none of these debts are paid wo will make bank up the deficiency and if the cannot pay you we will." In consequence of this the creditors present signed a document in the form suggested by Wong Oa Cheung, giving the bank six months in which to pay fifty per cent. of its debts and twelve months in which to pay the re- mainder. Mr Humphreys-Merely on the question of cleanliness-not as a disinfectant?

The President: Yes.

Mr Humphreya: Then if only from the point of view of cleanliness, I think once a year would answer for the purpose required,

and I would move the following resolution:That the Board recommend the Government to alter the

bye-laws with regard to limewashing so as to make limewashing compulsory every twelve months in lieu of every six months.

Mr Fung Wa Chun neconded.

The President said he was opposed to the redolation, because experience had shon that the houses became very dirty at the end of six months-so much so that mem- bers of the Board would think they had not been limewashed for five years.

Mr Humphreys remarked that tha' was largely due to the unsatisfactory way in which the lime-washing was done. In many cases it was an absolute farce. He thought it would be better if the Government did the work and charged the landlords.

Dr Pearse doubted if they would improve mattera by lime-washing once in twelve months instead of once in six. He did not consider twice a year too much,

Mr Hooper said that what they wanted was cleanliness. They should not insist

DELILAH'S LOCKS.

Shorn by Samson.

Karuppen, a Kling, lived in "platonic friendship" with Murlah in a house in Kim Song-rd, Singapore. His faith in her was unbounded till the night of the 25th when he went out with the expressed intention of being out all night. Unfortunately fate ordained that he should suddenly take it

into his head to return to the arms and charias of Muriah at midnight, but when he arrived home he found her showering caresses on another man who fled through window without his clothes.

After upbraiding Muriah in no meastived terms Karuppen seized a knife and man at her. She howled for mercy thinking he was about to murder her, but Karuppen

was intent on a more safer method of revenge. Ho seized her by tho, hair and shore it so close that she is now as bald as the proverbial trout. Muriah sought the aid of the law and had Karuppen before Mr Bryant yesterday when the shorn locks,

The managers endeavoured unsuccessfully ions to Sell by Public Auction,

to oviet Miss Michael, the principal

tucher.

The school is under Wesleyan manage. ment, and was instituted by the Rev. John Elliott. There has been some litigation respecting money collected by Miss Michael for the building fund, and it is alleged Mr Elliott summarily dismissed her last wook. On Thursday morning the rev. gen tleman appeared at the school with the new principal, and called on Miss Michael to love. This she declined to do, and a large crowd, including many parents of pupils, assembled, subjecting the minister to hiss- ing and booting. Eventually hes ent for the police to eject Miss Michael, but they de. clined to interfere. The managor forhąde the teacher to call the roll and dismissed the scholars, but the latter declined to leave.

A request for the keys was also refused,

and after a stormy scene the rev gentle man and the now principal, together with the police, withdrew.

Miss Michael contends that the manager has no power to dismiss her summarily. Daily Mail.
