It is stated is reliable quarters in Peking that instructions are to be soon sent to the Viceroys and Governors of provinces to put into effect the scheme of Viceroy Yuan Shib-k'ai to put a stop to the opium-smok ing habit amongst the official and litorati Lclasses.
If, after the expiration of an ample limit of time to all to get rid of the noxious habit, there be found anyone still addicted to the use of the drug the culprit is to severely denounced and punished. The age limit, we understand, is forty years. All under that age will be bound to get rid of the habit; those above are given the option to continue or stop as they please. Such men, are however, to be registered, and are granted cortificates which, upon the death of the holders, must be returned to the yamon for cancellation. As this class of meu die away there will usturally be no opium. smokers in the country. TO DO

ATTACK ON MR JOHN BURNS.
Why He Took £2,000 a Year.

Mr Hay bad been moving an amendment in regard to the misery in London among the labouring classes due to the want of employment. He proceeded to quote the statement to the effect that Mr John Burns had declared that he only took the ralary" 1376 of £2,000 relating to his office because he would not be a blackleg. At the mention of this word Me Hay was interrupted by a LD.storm of Ministerial shouts of "Withdraw!'"

Berlin, Feb. 17. The Emperor has
surprised the German people, especially strict constructionists of the lose majesté laws, by authorising the circulation of a French collection of caricatures of himself on the which, zealous customs offi.cors French frontier had seized.
John Carteret is n collector of the caricatures of all countries, including those of America. He published a volume of reproductions of the most notable of the caricatures which he entitled "He." When
Carteret learned that the reproductions would not be allowed to enter Germany he wrote tothe Emperor, quoting Frederick the Great's letter to Voltaire, saying he was the last person who would forbid caricatures of himself, as they gave so much pleasure Carteret added that ho to his friends. trusted the Emperor would follow the example of Frederick the Great and not that of Napoleon III, who sought to suppress all jokes in France. OUR NAVAL MANŒUVRES.
The Insurance Scheme,'
The Admiralty has dovised a novel scheme it connection with the naval manceuvres of Juno next. The war vessels which are to be engaged in the operations will be formed into one or more British and hostile Boots, which will convoy, attack, and defend certain British cargo carrying vessels coming within the area of the manœuvres, between the English Channel and the Mediterranean, during the last week in June and the first two days of July. The object is to gain experience in regard to the protection of our mani time commerce should we be involved hostilities with a foreign country. Shipowners who will have vessela pas sing through the area of operations between the datos mentioned are invited to communicate with the authorities. As some of the cargo vessels will necessarily be more or less delayed on their voyages by the strategical procedure that will have to be observed a plan of compensation will be drawn up, and owners will, it is under- stood, be remunerated for the loss of time and other special expenses which may be incurred. Underwriters are being asked to waive the voidance of policies by "devia- tion," and it Is believed that they will make this concession in view of the exigen- cies of the occasion. The Admiralty also proposes to effect a very large insurance with the Marine Companies and under- writers to cover the risks incidental to the
scheme:

Suggested Change of Shape.
Some interest has been aroused by an article in the Cambridge Granta on the shape of the oar as at present used. The writer of the article points out that, when an oarsman is right forward, his oar is at an angle of about 45degs. with the boat,
and cons:quently much power is wasted at the beginning of the stroke.
Ho suggeste that the blade should be made at an angle of 30degs, with the "loom."
"The difficulty as to the angle is no new one," said a well-known oarsman to one of our representatives, yesterday, when questioned on the subject, but man who discuss this question nearly always come to the conclusion that the oar is best loft as at prosent, and I, for one, agree with them. "It is all very well to say that the oar
is at an angle of about 45degs. with the bost at the beginning. So it is at the finish.

Now, if the blade were to be constructed
at an angle of 30dega. with the loom, it would be very nearly at right angles with the boat at the beginning, and all the weight applied to the handle of the oar would tend to drive the boat along. But it is in the middle of the stroke that "the powerful muscles of the les do their most effective work. The oar is then practically at right angles to the boat, and, therefore, more power would be wasted in nipping' her than with the blades as at present used. Again, at the end of the stroke, the blades would be nearly paralled with the boat. thus causing the entire loss of 'finish,' which makes the boat run between the
