The papers by the last mail contain many references to the condition of China to-day and the probability of an outbreak.

At Washington on Fobruary 11 the situa ntion was regarded as so threatening that the Secretary for War asked Congress for a amall emergency fund of 100,000 dollars (£20,000) to facilitate the despatch of troops. But the Appropriations Committee has declined, as Mr Taft has admitted that it is not intended to send troops till it is evident that protection is needed for Americans in China.

Two days later it was announced, that the Administration were showing some irritation because Congress had not appro- priated the £20,000. The Washington cor- respondent of the Morning Post remarked: -Asked to-day by your correspondent if the situation was as alarming as had been represented, a
