Where Birth Breaks Monotony.
::
Although five babies aro born every hour in Chicago, one every twelve minutes, the Lake Shore Drive, the home of mil- lionaires and fashionables, has had only one birth in eight years, according to the recorde. Mr Honore Palmer and his wife, formerly a Baltimore belle, have the honour of breaking the monotony. In striking con- trast to this long stretch of magnificent dwellings and no children is the Ghatto district, where the stork alights Ave, and sometimes twenty, times an hour. At the Bureau of Vital Statistics, it is estimated that only 60 per cent. of the births in Chicago are recorded. The number record- od last year was 26,198. In 1904′ the number was 27,803, and the previous years more than 29,00. This does not tally with the facts, which show a rapidly increa sing birth-rate, especially in the congested and poorer districts. Physicians any the figures for last year would be near 15,000 if all the births had been recorded.

M. A. P., which has lately published some little known facts about the queen remarks: An erroneous idea prevails that Queen Alexandr as the Queen Consort possesses much the same rights as the late Queen Victoria. But the difference between being head of the State and merely the Consort is very great, and the privileges of both positions are very clearly defined. In this respect Queen Alexandra comes off better than any previous Consort, but she is nevertheless barred from many of the rights which the King is able to claim. By the laws of the Constitution the Queen Consort is virtually the King's subject, and not his equal. As is well known, it is impossible for anyone to bring a legal action against the King; but as tho Queen Con- sort is recognised as a “public person," any action brought against her by the hum blest subject of the land would have to be tried in the civil courts, and she would be! compelled to abide by the verdict. But the Queen Consort may also bring an action 2181 against anyone, and her position entitles

Lord's cricket-ground for over twenty years, has found a new occupation. From early morning till late in the afternoon his duties consist of coaching young lady bats- women and bowlers.
At the public baths, in Finchley-road, two full-length cocoanut matting pitches have been laid down, and these are so completely surrounded by nots that Burton's pupils are able to "Blog" away as hard as they please. They are shown all the intricacies of cutting, driving, and snicking, of pitching, twisting, and break- ing, and their coach takes as much pleasure in teaching as the pupils do in being taught, And he is proud of his pupils. Ho points with pride to a young bowler who sends down some real fast ones in approved over-arm style, and to an equally proficient batówoman, whom he declares to be considerably better than sono male cricketers he knows.

A QUESTION OF AD.
JOURNMENT.
Interesting Argument,
In the Appollate Jurisdiction of the Supreme Court this morning an appeal arising out of the action, Chan Ip Shi v. the Wing Keo firm, was commenced.
His Lordship Bir Francis Piggott (Chief † Justice) and His Honour Mr A. G. Wiso (Puiene Judge) were on the Bench..
..
Mr Pollock-That is not the case here. The Chief Justice-A personal applica tion is always treated as a soparate matter; one hundred things may have provented a man from coming into Court.
Mr Pollook-I quite appreciate my friend's position, but surely the Court should see that my client is not prejudiced. The Chief Justice-Supposing the Court was unable to sit, what would havo hap. pened ↑
Hon. Mr H. E. Pollock, K. O., (instruc-in ted by Mr O. F. Dixon) represented the represent (Lau Siu Shuen) while Mr M. W. Slade (instructed by Mr R. A. Hard iog, appeared for the appellant (Chan Ip Shi),
Mr Pollock-But the Court cap sit. The Chief Justice-Your client would be the same position.
-Mr Pollock-The rule at Home is-
The Chief Justice-I do not know of any rule which applies to personal applications. Mr Pollock-Of course, it would never practically happen at Home.
The Chief Justice-We must have regard for local conditions. We might have said that the other day when we adjourned owing to the illness of a witness in the
Mr Pollock--We did not object.
The Chief Justico-No, but the same principle must apply. We must have con. sideration.
Mr Pollock-Yes, I quite admit conel. deration is due to Counsel, but is it not also due to my olient? The only fair thing is that the money should be paid into Court.
Mr Slado applied for an adjournment on two grounds. The first wero personal grounds which had been explained to Mr Pollock and of which the Court were aware, while the second grounds were more subs-Tramway caso. tantial. The original action was between Chan Ip.8hi and the Wing Kee firm for 88,640 and judgment, by default, was given to the plaintiff. Plaintiff thon brought an action to determine whether Lau Siu Chuen was a partner in the Wing Kee firm at the time cause for action arose and the Chief Justice held that he was. It was the latter decision they were appealing against. That lasue was between Chan Ip Shi and Lau Siu Chuen and it was not possible for the defendant to procure the necessary evidence to show he was not a partner, in the absence of the books of the Wing Kee Arm. Since then, continued Mr Slade, the appellant had commenced an action against the Wing Kee firm for a declaration that he was not a partner and asked for an injunction. to restrain the Wing' Kea firm from holding out or representing that he was a partner. á
My
The Chief Justice-Was that not decided
in the issue?
Mr Slade-Yes; but the Wing Keo firm were not parties to that issue.
The Chief Justice-But it is a separate matter before us now. We cannot go into the merits of the case.
Mr Blade-No, No! What I am asking for is a postponement of the appeal until
the other action is tried.
Mr Pollock-Surely the appellant should have given notice of motion.
Mr Slade The other side knows of it. Mr Pollock-Yes. Informally.
Mr Pollock-Wo received the informal notice yesterday.
After further argument Mr Pollock suggested that a peremptory order should be made and if the money was not paid into Court by the day fixed the case to go on then.
Mr Slade agreeing, the plaintiff was given until Tuesday next to pay the money into Court, otherwise the case would be proceeded with on Wednesday.

(To the Editor of the CHINA MAIL.') SIR, The plague season is upon us and the Sanitary Board is much in evidence,. I would proface what I am about to say by stating that I am not of that section that is in season and out of season "agin the Government." I believe the Sanitary Board to be a body of men who are most anxious to do their duty fearlessly and well and who are actuated by the best of motives, but I am also of opinion that their operations would be more useful to the Colony and attended with less harm to the community at large were they governed by that most useful attribute-common senso,
