ENGLAND'S GREATEST
WARSHIP.
The 18,000 Ton Dreadnought.
The first keel-plate of the Dreadnought, which was launched by the King in person
early last month, was laid on October 2nd last, so that she has been on the slip only four months and a week, or, accurately. speaking, 131 days. She is to be ready for the pennant in a year from the date of her launch, thus beating the previous record of Seeing the Majestic by eight months, that she is over 3000 tons heavier than the latter vessel, and embodies several now ideas in warship building, the speed of her construction is, indeed, phonomenal.
The secret of her design has been eplen- didly kept, and the details given must be taken as conjectured. It is fairly well known that her displacement it to be 18,000 tons, her armament to consist of ten 12in. guns, with a quick-firing armament for defence against torpedo craft; that she will be driven by turbines at a speed of 21-22 knots, thus ensuring a saving of weight, space, and coal, and relieving the engine- room complement. It is also believed that a reform advocated by many experta in naval affairs is to be introduced into her construction-namely, that water-tight doors are to be abolished below the level of the armoured deck, a solid transverse bulk- head boing substituted.
For a long time past, moreover, naval constructors have been seeking for some device to minimise the danger of foundering when a ship is struck by a torpedo or a submarine mino. The Russians attempted armoured defence against torpedo attack by means of longtitudinal balkheads run along the sides of the vessel. After the experience of Tsushime, it is safe to say that this device will not be introduced into the Dreadnought. But, on the other hand, a minute sub-division of compartments between the inner and the outer skin of the vessel may be adopted to give her some security.
Another new feature suggested is that the officers' quarters, including those of the admiral and captain, will be placed forward instead of aft. Should this prove to be so, an advantage will be gained from the fact that those responsible for the ship's safety will be as near as possible to the positions to which their duty would take them in case of emergency. Not impos- sibly, also the change may imply the abolition of the ram, now recognised as an obsolete weapon of warfare.

Letter From Prince Bulow.
Lord Avebury, as Presideen of the Anglo- German Friendship Committee, publishes the following letter, which the German Imperial Chancellor, Princo Bülow, has addressed to Mr: Francis William Fox, one of the honorary secretaries of the committee:
"Berlin, Jan. 17, 1906.-Dear Mr. Fox, I regret sincerely that my health has not permitted me to see you and personally to confer with you about the work of the Anglo-German Friendship Committoo. That the object of this Association has my full sympathy you are already aware, and I make with pleasure use of the opportunity afforded by your kind visit to Berlin to repeat that the German Government wel- comes with hearties satisfaction and will help forward all efforts tending to promote better feelings between our countries. In doing this it only confirms the conviction which I have already stated on several occasions, and that not only recently. I may remind you of my speech in the Reichstag, Dec. 6, 1904, which I then stated was tho line of the Imperial policy. I said in that speech, I hope the destinies of the two countries will always be decided by the cool heads who know that Germany and England not only in the immediate present, but for all future time, as far as human eyes can see, will be best served by maintaining the present peaceful relations. Since then my conviction has not changed, and the formation of your Association has tended: to confirm it. Hoping the Anglo-Gorman Friendship Committee will continue to prosper,-I am, yours very truly, Bülow." The "Agamemnon" succeeded in taking the two men off, and then two other men, who were under the boat, drove a hole in the bottom and were also rescued.

The master of the steamer "Oro" cooded against twelve of his Chinese crow, at the Magistracy, this morning, on a charge of refusing duty. The complainant said that while in the harbour on March 9th.R.N. Hospital,
they refused to work after nine a.m. and had done nothing since. He had been compelled to hire substitutes, and had been put to a great deal of inconvenience. It was a common practice with Chinese crows
