Japaneso war, For some years South Wales benefited by a series of extra- ordinary demands, such as the French strike, the South African troubles, and the American strike. It remains to be soon whether any abnornial requirement will be ́ developed this year. Without a strike in Westphalia we shall possibly see reduced coal
exports from the North, while South Wales may regain some of its lost ground. That the character of the present year's coal export business will prove unentisfac tory to shippers there is only too much reason to doubt, unless indeed they allow A wider margin for freighth than is generally done when quoting for c.i.f. contracts. Then, also, the buyers abroad are becoming more powerful, and scem to be able to exercise a greater control over prices than formerly. They

The growing importance of buyers as com pared with the standing of sellers does not promise altogether well for the latter, quite apart from the question of competition, since weight always folls in the long run. Possibly the position will merit careful con- sideration as the events of the year leave their experiences behind thisch:-Fairplay.

INTERESTING ARCHMOLOGICAL FIND.
1000 Year Old Betrothal
Ring.
Whilst a labourer was breaking stones for road-mending purposes at Wanborough, the site of an old Roman camp, he discovered a ring, which he disposed of for a for chillinge. The ring was taken to some experts, who pronounced it to be of con- eiderable interest and value, inasmuch as an inscription on it seemed to show that it was a betrothal ring belonging to Buorried, King of the Mercians, who married Ethelwitha, daughter of Ethelwulf, King of Wessex, in the year 853. The marriage
was celebrated at Chippenham, which is
"
Homo eighteen miles from the place where
the ring was found. Trouble heving arisen
as to the real ownership of a relic of such value, a treasure trove inquiry will be held in due course.
IRISH JUDGE AND GRAND JURY.
Severe Judicial Remarks.
A remarkable scene took place at Castle. blaney Quarter Sessions, Ireland, between Judge Craig and the Grand Jury, who persistently came into court with no bill against a man who was charged with Assault.
Bis honour, on their first refusal, asked if it was because the accused was Presbyterian that they refused to find a bill, and on their second appearence he besought them to cast religion and every- thing else aside and to do justice between man and woman.
When they refused the third time to find a bill, in what the judge said was "as clear a case as ever came before him, be discharged them, with the remark that à greater miscarriage of justice had never been perpetrated since he came into the county of Monaghan. They might go and he never wanted to see any home now, of them again.

Further Amendment Ordinance, 1906, and the object of it is to confine the Summary Offences Amendment Ordinance to the main purpose of that Ordinance the sup- pression of soliciting by prostitutes in the streets. Honorable members may recollect that on the second reading of that bill last year an amendment was introduced which extended italacope by making police regula: tions which apply to public streets apply to private streets. This was passed by the coun- ell, but I was afterwards informed by the Senior Unofficial Member of the Council that none of the Unofficial Mem bers understood the amendment and were
opposed to it. I need not say it was not the intention, of the Government that Members of the Council should vote for bills they did not understand and in con- sequence I have brought in this additional bill to limit the scope of the previous one. The second bill is the Magistrates Amendment Ordinance. Mr Gompertz, who was acting as Police Magistrate for some time, made vargus suggestions with regard to the jurisdiction of Magistrates. Advantage was taken last year to amend the Women and Girl's Protection Ordinance by adopting one suggestion and the other suggestions aro embodied in the present bill, the details of which will be explained by the Attorney General when the bill is road ti second time.

COCHIN CHINA AND THE EXPOSITION.
Elaborate arrangements are being made by the French Government to carry out a Colonial Exposition at Marseilles from April 15 to November of this year. All of the French colonies, without oxception, have signified their intention to participate. An area aggregating 30,000 square meters has been reserved, in front of and a little to the right of the grand palace, for Ido- China, and in the centre of this space a pavilion is to be erected in which will be displayed the principal products of that colony and the exhibits relating to its official administration. Cochin-China will also be represented by a pallion in the form of a nativo pagoda. The same idea has been carried out with respect to the

Fend Against British Officers.
ALLAHABAD, February 6,
The Pioneer anya: We referred a short time ago to a report from the Waziristan Border that a band of ten Mahsuds were known to be abroad with the oponly avowed intention of murdering British officers. It appears that revenge and not fanaticism was the cause of the assassins. tions last year and that a certain section of tribesmen have sworn a blood-fend against our officers. The execution of the Lovy sopoy who killed Colonel Harman was followed by imprisonment of other men privy to the crime. Their relatives took

up the quarrel and the result was the shoot- ing of Captain Donaldson at Bannu on the 16th November. The Mullah Powindah is more than suspected of being a consenting party, if not the instigator of both these crimes, as the murderers belong to his section of the clau. Again Jambil, who murdered Mr Kelly in the Gumal, some years ago was recently caught at. Sarwakai while attempting to escalade the fort there at night, his object being to kill the Naib Tahasildar. This was in revenge for the imprisonment of his son for raiding. Jambil was no sooner lodged in gaol than the members of his family declared a blood feud against all British officers. This is the position at the present time and it is one that calls for the greatest alertness at all our border posts in the Derajat and also at--and Mrs Steadman, Sarwakei and Wano on the edge of Mahsud territory.
