London's Appalling Crime Figures.

Why is it that London's crime figures should have become.eo appalling that even the United States authorities, as stated in a London paper, view them with amaze- ment ?

"There can be no doubt that intel- lectual' crimes are on the increase," said an official of Bowstreet, who is one of the recognised authorities on crime statistics, "I mean forgeries, highly difficult bur- glaries, and hoge swindles that require brains, resources, and nerve.

"But in spite of this growth of crime another interpretation can be put upon the statistics just published. They may mean that instead of greater criminal tendencies among the masses there is a growth of public sentiment against crime, and efficiency smong the police which drags every crime into the timelight of publicity. An exact parallel is maintained by some in dealing with insanity statistics, these persons believing that there are no more deranged persons: than years age, but that insane people now are recorded as such instead of being treated, as foolish members of the family and kept at home.

The tide table given below has boon compiled at the Nautical Almanac Unce in London from the reenlt of the analysis of observations taken by means of an 11- tomatic tide-recording machine in the Wa ter Palide Brain at Taka Sha Toni during the years 1887-8-9.

The zero of the table corresponds with the zero of the soundings in the Admiralty Charts which has been found to be 4 fo 3 inches below mean sos lovel

To obtain the depth of water on the tide

gauge at the Victoria Naval Yard add 0. feet 4 inches, and on the gauge at Lamont Dock, Aberdeen, add 10 feet 6 inches to the height given in the table.

Add 28 minutes 18 seconds to the figures given below to correct to Zone time.

THE NEGOTIATIONS.

China Claims Taels 5,000,000.

SHANGHAI, Feb., 5. China has submitted her proposals in connection with the negotiations with Russia.

They include demand for Taels 5,000,000, compensation for the South- ern portion of the Manchurian rail- way.

RUSSIA'S CLAIMS.

The Hochi Shimbun quotes & trustworthy diplomatic authority as saying that Russia will submit the following proposala :-

1. That Russia shall respect China's au- tonomy, and that friendship shall be comerted between the two. Powers.

2. That China, when opening Manc' uria, shall confer with the Representatives of all the Powers on equal footing and shall avoid all dieplay of partiality.

3. That unining privileges shall be grinted to Russia in Mongolia.

That Russia shall have special tradal privileges in Chinese Turkestan,

5. That if China contemplates opening Changkiakou or Kulun to foreign trade, she shall confer first with Russia on the subject.

6. That the Treaty of 1881 shall be revised.

7. That Russia shall be granted the same privileges of communications as Japan in Shantung (7).

8. That all railways communicating with the Amur River shall be constructed by China and Russia in combination.

The correspondent adds to this that Russis claims as her own a tract of land 70 miles wide along the southern bank of the Amur, and that she is requiring tilling Chinese residents to remove from that district.

As a result of repeated communications from the Chinese Government to the Rus- sian Minister, the latter has agreed to open negotiations re Manchuria. The Waiwupu according sent H. E. Tang Shoayi to the Russian Legation on the 22nd inst., to make the necessary arrangements, and it was decided to open the negotiations on the 2nd prox. in the afternoon.

Russia will not send a special envoy, but will leave the matter in the hands of Mr
