LONDON, December 15. Sir Henry Campbell-Bannerman may be congratulated on. his cabinet. Nearly every one of them is a man who has already made his mark. The outgoing government included many nonentities as a result of hasty changes within the last two years and repre- sented a minority of the party. Of the present list most of the names aro those of men whom the average elector frankly admires and the others are those of men whom he as frankly dislikes, none are the names of people to whom he is indifferent.. Tho ma-

| jority of the now members are authors of repute in many fields of literature, though curiously no one is a novelist, and there is no member of the Savage Club. The lightest of them is Mr Augustine Birrell who has perpetrated under the title of "Obiter Dicta some ponderously humourous essays. The others are historians, philosophers, and pamphleteers.

Of course there have been some' disappointments. Lord Rosebery was obviously glad of an excuse to stand aloof though the four vice-presidents of the Liberal Imperialist League accepted office. Others have taken their exclusion more unwillingly. Lord Edmond Fitzmaurice gives his omission from the catalogue as a sufficient rea son for retiring from parliamentary. life, and Lord Monkswell, who was Under-Secretary for War under the last Liberal Government, follows him into the shades of retirement.
