THE CANALS OF MARS.

coveries of inadern tronomers concerning the lines observed upon the planet Mars are full of interest The latest pronouncement is by Professor Perolval Lowell, direptor of the Flagstaff Observatory, who addressed the Society' of Arts of the Massachusetts Institute of Technology at Boston on the 24th ult, on Recent Researches on the Canals of Mars.!

twenty four inch glass, and the most space- penetrating of any in the world, he said, Through the telescope Mars was the most superb object that cunld be imagined, and there was no woman who would not giro up her jewels for the effect.
Professor Lowell difered from Professo W. H. Pickering, who announced in 1892 that he discovered forty likes upon the planet. The speaker said that observations
at Flagstaff showed that the dots observed were not lakes. The number of the dots by Professor Pickering were there, but they
had increased to 400 as shown upon the disos, and were recognisable to-day,
The whole surface of the planet was tri- angulated by lines which were believed to be canale.
The canals started at the Arctip and continuod straight down to the
opposite pole. He therefore believed that these canals were not natural, but artificial. With everything beginning at the pole on Mars, the water had to wait until the polar cap, wore off. Ubservations determine that every osais was clasped in a double canal. The behaviour of those canala could only be interpreted by an unnatural process. Professor Lowell concluded, therefore, that we were looking upon the work of some sort of intelligence.

CENSORSHIP IN ENGLAND.
As a sturdy upholder of existing rights the Japan Chronicle has been quick to remark upon the initiation of a censorship in London which, though unofficial, appears to have been effective. Our contemporary says: As yet there is no oficial censor of the Press in London, and folk may print and publish what they like, taking the responsibility for their actions, should the authorities of any person afterwards institute proceedings. The Social Dea mocratic Federation recently arranged a public meeting in London, and in connec tion therewith issued some posters-antouno ing the meeting, and also bearing these words:

The resignations of Mr H. E. Pollock and Mr A. Rumjahn from the Fanitary Board! (announced in the CHINA MAIL yesterday

In the case of Mr Pollock the cause of
his resigning his seat was, of course, at once apparent, he having only a few days earlier. been elected to a more important position on the Legislative Council. The demande of both bodies on a member's time is con siderable and few could afford sufficient time from their business or profession to attend to both.
In the cue of Mr Rumjahn the cause for his
resignation was not so evident and to understand it the constitution of the Board requires some explanation.
The regulations under which the Board is constituted provide that it shall consist of the Colony's Chief Medical Officer (Pre- ident), The Director of Public Works, Registrar General, Captain Superintendent of Police, and not more than six other additional members. Four of the latter, two Chinese, are appointed by the Government and the remaining two elected by such rate-payers as are in oluded in t the special or common jury lists ∙or are exempt from
